Enrollment and Registration Test Page
Putnam County Schools' registration process is fully online and will be completed through PowerSchool. Families new to the district will need to create a PowerSchool portal account to begin the enrollment process.
Parents or guardians with students currently enrolled in the district already have a Skyward Family Access account. If you do not know your login information, or have forgotten your login credentials, you can request access by clicking the PowerSchool Request link found under the Parents & Students tab on your child’s school website.

Current K-7 students' families will need to verify and complete the online Intent to Return information with their schools and update as needed. The Intent to Return Form is found inside the Forms portion of the PowerSchool Parent Portal of the parents' PowerSchool account. If a parent needs Powerschool account access, they should reach out to their school secretary for the proper access codes.
Families will need to watch for additional information from school principals regarding this process.
High school registration will continue to be handled by individual schools.

There is a two-step process for either method listed below enrolling new students (K-8) into PCSS schools. High school registration will continue to be handled by individual schools.

K-8 Online Registration Method- The link for enrollment will be found on the Putnam County School System website. Parents/guardians will follow the prompts to complete the enrollment application and to set up an optional account for PowerSchool to fill out school-based forms.

The first step will be to submit a separate electronic registration form for each new student (K-8) to register in our schools.

After submitting the electronic form, the school will contact families to make an appointment to come into the school to submit the required Registration Documents to finalize the enrollment process.

Paper Form Method- (student enrollment forms can be found at schools or can be picked up at the Central Office)

The first step will be to obtain and fill out the traditional registration form that can be picked up at your school or the Central Office.

After submitting the paper form to the appropriate school or the Central Office, the school will contact families to make an appointment to come into the school for the submission of the required Registration Documents to finalize the enrollment process.

The first step will be to reach out to the appropriate school to set an appointment time to visit and complete the enrollment process.

After making the appointment, gather and bring the required registration documents to the school at the appointed time. Families will fill out the registration form at the school and finalize the enrollment process.

Students who are currently enrolled in a TCS school will click the Register Now button below.
Families (in district) of incoming kindergartners who already have a Skyward Family Access account due to a currently enrolled sibling will also use this link to register all family members, including their new kindergarten student.
All current TCS students have a Family Access account. If you do not have your Skyward login information, please contact your child's school. If you have more than one child returning to TCS, you will use the same Family Access account to register each child.
Note: If you have changed addresses since last school year, you must update and provide two proofs of residency for your new address.
New TCS Families
TCS Student Zoning Information
Kindergarten
Students living within Tullahoma City School limits will be registered at the school in the zone in which they reside. Please see District Map & Zoning for assistance determining the appropriate school.
Documents for enrollment:
- Copy of birth certificate
- Certificate of immunization. The state mandates that no pupil, whether beginning school, transferring from another system outside the state, or non-public school be enrolled in school without providing to school officials a certificate of immunization on the official state form. This form can be obtained at the Health Department. It can be completed by the Health Department or taken to your doctor.
- Current medical examination (Board Policy 6.203). The physical examination must be within one calendar year of starting school in Tennessee.
- A social security number for children 5 years of age or older (preferred but not required).
Upcoming kindergarten students who live outside Tullahoma City School limits will need the above documents and to also complete an Out-of-District/Tuition Application for kindergarten enrollment.
Families of incoming kindergartners who already have a Skyward Family Access account due to a sibling, will register all children, including their new kindergarten students, using the button below. Once logged into Family Access, click New Student Online Enrollment on the left side of the page.
Families of kindergarten students without older siblings in TCS, will need to use the Enroll Now button below.
For students turning 5 between August 16th and September 30th
o be eligible for kindergarten, students must turn 5 years old by August 15 for the upcoming 2025-2026 year. Within the kindergarten entry law, a provision indicates that parents may request testing of their students if they turn 5 years old between August 16 and September 30. Following an assessment, an “entry” decision will be made.
If a parent desires to have their student assessed, please follow the procedure outlined below:
1. Parents must submit a written request for testing to Dr. Catherine Stephens, Director of Schools, which includes the following:
- Parent name(s)
- Parent contact information (address, home phone, cell phone, and email address)
- Child’s full name
- Child’s date of birth
- Proof of Residency (utility bill, cable or satellite bill, signed lease agreement, etc.)
2. Parents should also include a copy of the child’s official birth certificate issued by the state, county, or country of birth (not the hospital copy) with the letter.
3. The written request and the copy of the birth certificate should be mailed to:

After the assessment, the entry decision will be made and parents will be notified. The school principal, attendance secretary, Director of Student Services will also be notified of this decision. Following that, if eligible to enter kindergarten, the parents will be able to register/enroll at the appropriate campus.

When the Open Enrollment window opens, PCSS will post the number of available open seats for Open Enrollment by school and grade level. During that time, PCSS will accept new, in-district transfer requests via the Google Form below.
It is important to note that if a student is already attending a school on a previously approved transfer request or out-of-district application, it is not necessary to reapply to continue attending the same school.
Following the open application window, if there are more requests than open spaces, a random lottery must be conducted to determine which applicants are approved for a zone exemption; this is required by state law. Applicants will be notified of their status following the close of the window.
A waiting list will be created based on the results of the lottery. If open spaces become available, the waiting list will be used in order to determine the next student granted an out-of-zone transfer request. If the number of applicants is less than the number of slots for a particular school, all applicants will be granted a zone exemption.
According to state law, if there are families who already have a student attending the requested school, those families will get priority if a slot is available.
Standard out-of-zone exemption applications will not be accepted after the closing of the Open Enrollment window because of the lottery requirements of the state law. TCS can no longer consider requests for medical or other reasons based on hardships. The Director of Schools maintains the authority to grant administrative placements on a case-by-case basis, but these will be rare for severe situations only.
A Google Form will be sent out via TCS email for all employee requests.
Registration
- Families seeking an out-of-zone transfer request for the first time should register children online through Skyward during the Open Enrollment period, selecting their zoned school, unless they are currently attending an out-of-zone school. If the waiver is approved, TCS will transfer the registration to the new school.
- If a child currently attends an out-of-zone school, the family should register online for that school for 2025-2026.
- If a child currently attends an out-of-zone school, and is scheduled to move to an out-of-zone feeder school for 2025-2026, he/she should register for the feeder school.

IMPORTANT INFORMATION FOR APPLICATION:
- Directly after the in-district Open Enrollment closes, the application will open for new out-of-district/tuition student requests.
- Applications will not be marked as complete and considered for acceptance for student's entering grades 1st-12th until the following items from the student's previous school year are submitted via email to shannon.duncan@tcsedu.net: grade report, attendance report, behavior/discipline report. Please make sure your students full name is included in the email.
- If your student is currently enrolled in TCS, and you are filling this out because you have moved out-of-district, you do not have to submit these documents.
- Acceptance is based on seat availability at the grade level requested as well as the student being in good standing from the previous school year.
TUITION RATES:
$300- ELEMENTARY SCHOOL
$600- MIDDLE SCHOOL
$900- HIGH SCHOOL
There are multi-student rates applied up to the third child, as well as a 50% discount off full rates for city employees and business owners with Tullahoma Voter Registration cards.
Tuition shall be paid as follows: Half of balance by August 10 and remainder of balance by January 10 in accordance with TCS Board Policy 6.204 in order for the student to remain enrolled for subsequent years in Tullahoma City Schools.

If an employee of this school district has a residence outside the school district, his/her children may be allowed to attend tuition-free, if the student is in good standing (attendance, academics and behavior), provided that there is available room and teaching capacity and other determinations made by the Board according to state law. Non-resident students of employees of the City of Tullahoma and employees of all entities included in the audit of the City of Tullahoma shall pay 50% of the tuition fee established annually by the board. Non-resident students of non-residents qualified to vote shall pay 50% of the tuition fee established annually by the Board. Non-residents qualified to vote must provide written documentation verifying their right and enrollment to vote in the City of Tullahoma (BOE Policy 6.204).
Tuition waiver requests for the 2025-2026 school year will open March 31, 2025. Employees outside our district who are hired after March 31 , 2025 and wish for their child(ren) to attend TCS for the remainder of the 2024–2025 school year should contact Dr. Shannon Duncan, Director of Student Services, at 931-222-4196 or shannon.duncan@tcsedu.net.

Volunteer Pre-Kindergarten (VPK) registration for 4-year-old children begins at East Lincoln Elementary School on March 31. Eighty spots are available and students must turn 4 years old by August 15, 2025.
Application packets will be available Monday-Friday from 8 a.m. to 3 p.m. To register, parents and guardians must pick up an application in the East Lincoln Elementary School Attendance Office. Spanish packets are also available. Applications will be accepted on March 31 from 9-2:30 p.m. daily.

In the state of Tennessee, families have the right to home school their children through several options. The Tennessee Home School law (TN Code Annotated 49-6-3050) states: “A homeschool is a school conducted or directed by a parent or parents or a legal guardian or guardians for their own children.”
Tullahoma City Schools strives to be the top choice for families in our school zone. However, we understand some families will choose home school as their best option for their child/ren, so we are providing the following information for reference.
Families may enroll their children in an (1) Independent Home School, (2) Church-related Umbrella School, or (3) Accredited Online School.
Independent Home Schooling
- • Please complete this Home School Form and return it to Tullahoma City Schools Director of Student Services, Dr. Shannon Duncan.

- • Immunization records are no longer required (HBO252/SB0644).
Church-related Umbrella School
Families are required to provide evidence to Tullahoma City Schools that their child is enrolled in a church-related “umbrella” school (Tennessee Code Annotated § 49-50-801). Families who choose this option will be required to provide evidence to the local school district that their child is enrolled in a state approved church-related school. An Intent to HomeSchool form is not required. The church-related school will determine record-keeping and test requirements for students enrolled in an umbrella program.
Accredited Online School
Families choosing this educational option must be sure to determine that the school has legitimate accreditation status and will be required to provide evidence to the Tullahoma City Schools that their child is enrolled in an accredited online school. It’s important that you complete your own research on the best fit for your child. Tullahoma City Schools does not provide recommendations, especially because accreditations can change. An Intent to HomeSchool form is not required.
To be an acceptable online school for students who reside in Tennessee, the school must be accredited by one of the regional accrediting agencies listed below:

- SACS CASI – Southern Association of Colleges and Schools Council on Accreditation and School Improvement
- NCA CASI – North Central Association Commission on Accreditation and School Improvement.
- NWAC – Northwest Accreditation Commission
- Middle States Association of Colleges and Schools (MSA)

- MSCSS – Middle States Commission on Secondary Schools
- New England Association of Schools and Colleges (NEASC)
- Western Association of Schools and Colleges (WASC)
- National Association of Independent Schools (NAIS) and affiliates (e.g., SAIS)
- National Council of Private School Accreditation (NCPSA)
Home schooled students not enrolled with a home school agency such, as a Category IV church-related umbrella school or an accredited online school must register their child with the school district as Independent Home School.

Entrance Requirements
- Age: Tennessee law requires that a child must be 5 years of age on or before August 15 to enter kindergarten. As part of the enactment of the kindergarten entrance law, the State of Tennessee has allowed, as the director's discretion, parents of children who are turning 5 years of age between August 16 and September 30 to request a readiness assessment for early entrance to school. The Putnam County School System utilizes a Kindergarten Readiness Assessment for children whose parents request an assessment of their child for early entrance into school. If your child is born between August 16 and September 30, and you are within the PCSS zone, please contact [Person] at the Central Office ℗one Number) for more information about the process and required documents.
- Birth Certificate: A birth certificate is required of all children entering school for the first time to verify name and age.
- Immunization Record: Tennessee requires proof of immunization for school attendance. A Tennessee Department of Health "Certificate of Immunization" is required before the student's first day of class. This certificate is available from the local health department or the child's physician. Students who are medically exempt from immunizations are still required to have this certificate signed by a physician and have proof of a physical examination. This does not apply to any child whose parent or guardian files with school authorities a signed, written statement that the immunization and other preventive measures conflict with the parent's or guardian's religious tenets and practices, affirmed under the penalties of perjury.
- Required Immunizations: In order to provide the safest environment possible in the schools, the State of Tennessee requires proof of immunizations. For specific information, please visit the State's Required Immunizations website.
- Medical Examination: Tennessee law requires proof of physical examination for all students initially entering Tennessee schools. This includes students entering pre-K, kindergarten, and students transferring from another state. This certificate is available from the local health department or the child's physician.
Annual Residency Verification
Proof of Residency: Each year, parents are required to show two proofs of residency in Putnam County Schools, such as a current utility bill, cable bill, or lease agreement with your name and current address on the document. The document must be dated within two months of submission. If you reside with another family, the person with whom you reside must fill out a Residency Affidavit notarized by a Notary Public. Along with the affidavit, that person must also present two documents as proof of residency under his/her name and a photo ID. The parent/guardian of the enrolling student must also provide one mailed document with his/her name and the address listed on the Residency Affidavit (does not have to a utility bill).
Acceptable forms of proof of residency include:
- A valid driver's license, electric bill, utilities bill, house payment stub, rent receipt (with a notarized form from your landlord), an internet bill, landline phone bill, an official government bill in parent/guardian name, a government check, or SSI.
- Copy of signed Lease Agreement (including renewed Lease Agreements), signed valid non-contingent real estate contract or signed executed Settlement Statement with supporting documentation.
